Institutional Capacity Enhancement for Surveillance of Food Systems in Ghana.

As the Coronavirus disease (COVID-19) reached pandemic proportions, governments around the world have taken measures to contain the virus and mitigate its dire effects on populations. Some of the strategies that have been adopted include food system surveillance, price monitoring and supporting the vulnerable through social safety nets. In Ghana, the Ministry of Food and Agriculture (MOFA) intends to increase its food surveillance system to inform policy and early decision making.
MOFA’s Statistics, Research and Information Directorate (SRID) is mandated to generate appropriate information on food systems surveillance, propose early warning systems and inform the Government of Ghana of appropriate mechanisms and measures to ensure adequate food availability across the country, through the timely generation of food systems surveillance information.
In carrying out the mandate, SRID has identified a number of critical capacity gaps constraining it from fulfilling this role. These include; under-developed staff capabilities at the district and regional levels in data collection, transmission, analytics to generate timely and comprehensive decentralized food surveillance reports and others. Although SRID currently constructs the annual food balance sheet for the country, there exist a data gap in the area of food stock levels and informal imports and exports along Ghana’s major land borders. Data on stock levels from household, major markets, and warehouses are unknown, leaving a gap in the actual stock levels of food intended for strategic reserves in the country. It is in this vein that a grant was sought from AGRA to build the capacity of SRID staff in food surveillance systems to ensure efficient data collection and analysis especially in the GFSS-ZOI which includes seventeen (17) selected districts.
